Empathy in Action conducted a city-wide needs assessment for the Richmond Rapid Response Fund (R3F). The project required connecting with Richmond residents disengaged from community services. The project concluded with developing a strategic plan, governance structure, and activating a community expert panel to advise the sustainability of the project.
